Restore the Church to its proper form and the structure is literal counter-satanism, which they cannot subvert without traitors from within (which is how V2 happened, and it could probably be reversed in the same way).

hmm, maybe. But co-ordination and resource allocation is also a specialist skill. In a sensible hierarchy, my leader works for me as much as I work for him.
