The Rothschild of course, but my guess for most destructive in ALL OF HISTORY would be the leader of the byzantine betrayal in the early 500s ad(513? 515? Idk).
This betrayal led to the byzantine exiling them, causing an exodus north of the Caucasus to settle into what was once Kazharia, using their tried and true phoenician tactics to subvert the local populace and eventually install themselves as an ethnically distinct ruling class.
