Eh, it's just how women act when they're let free. I mean in this particular time you can blame jews for letting them free, but the reality is that women just become whores any time strong men aren't keeping them from it, ultimately it falls on us more than jews.

anyway it would also be worth to mention Rome had no tax in general, i.e you would pay literally nothing for existing and working
more of their taxation was on importation and exportation of goods, and even then the tax was in single digits
so 10% tax is a BIG fucking penalty which obviously pushes both Roman Men and Women to marry and reproduce (because the law also states they gotta reproduce, childless couples were penalized as well)
