Of black migrants or pirates crashing into a ship, trying to jump across, clinging to each other only to eventually drown.

The little mermaids under the sea is playing over it.

That was in the mediterranean. It was a private industry ship and thus legally could not even allow them on board even if they had the means, which they did not for that many creatures.
