It would be the safest if certain races were actually punished for committing crime.
Of course blacks will commit crime if you dont punish it, and the media glorifies it. If the opposite were the case, and crime were punished harshly and thugs were villified by the media for being massive faggots, they would still be committing half of the violent crime, but that half would be a miniscule fraction of what it is now.
Or we could just repatriate them to Israel, tell them who ran the slave trade and destroyed their culture, and then enjoy the fireworks.
