I don't think the speed of the music relates to how "uncivilized" it is. I would point to all the music that has no melody or meaningless lyrics as a sign of that.

black metal is the music of the aryan man, alongside classical and some electronic music.
Power metal is one of my favorite genres. It's overwhelmingly White and some of the fastest modern music around.

There's lots of "fast" paced classical music, even pieces written hundreds of years ago. There's lots of fast paced bluegrass music. There's tons of fast paced heavy metal music (I know some here don't like the genre). As others have said, the speed doesn't denote good or ill.
However, you may be correct in that degenerate music genres (ones predominantly pushed and marketed to the mainstream) are almost always faster paced (compared to the, on average, slower "speed" of classical music, country music, and the like), and those genres very rarely take it slower, which appears to be a mirror to the (((modern world))), which pushes people faster and faster, with almost no chance to rest, relax, and think. Gotta keep working and slaving away for globohomo corporate and government, don't stop to think, otherwise you might realize how messed up everything is.

Probably because most people are musically uneducated and can imagine only a couple of types of music. Hardly anyone knows anything about classical music, so when "fast music" is mentioned, that's not even a consideration for most people.
I listen to a lot of Bach, who was a virtuoso on any instrument he played, particularly keyboards. A great deal of his music is considered impossible to play except by other virtuosi, but I wouldn't remotely consider his music uncivilized. Or consider Franz Liszt, whose Hungarian Rhapsodies and other of his works are in the same category.
I think what makes music "uncivilized" is the complexity, the musicianship, and the intent of the music. By and large, classical music was written to be beautiful, but most "fast music" these days is intentionally ugly and unlistenable.

This is my view as well. The easiest way to tell is by the intent of the artist, the purpose of the art. Most art today is made intentionally ugly. The academic excuse is that it "deconstructs" the "cis hetero White supremacist patriarchy" norms, because "those things are inherently evil".
We all know who makes those arguments and why. It's just an excuse for them to make ugly art, to make the world ugly, to demoralize people, to mimic the people that made it, and mirror what's in their hearts. They are ugly people, in every way. The ancient Greeks had it right. Beauty is synonymous with truth. Truth produces beauty. It's not always obvious in the real world, and at first glance it seems to be very ethereal and subjective, but as one ages and learns to spot the signs, the differences in motive and art, it becomes obvious.
The people that make beautiful art, want to increase the beauty of the world they live in, not just for themselves, but for their children and people. The people that make ugly art, want to achieve antithesis, for the opposite reasons.

Before there was standard pitch (A4=440hz), most everyone tuned by ear. For "ease of tuning" and "comparative preference" reasons, the pitches increased over time... until strings started snapping and singers were getting the voices injured.
If you compare two very similar songs, people tend to prefer the faster-paced, higher pitched one. It feels "more exciting".
There's another element at play, hypnotic brainwave entrainment. Beats activate brain waves - 5 beats per second (300bpm) increases 5hz brain activity. They are literally using pop music as a hypnotic medium.
It may be the sign of a deteriorating attention span. It's very disorienting when everything in your environment is probing for your attention.
If you go outside of pop and radio, there's a lot of great music being made by artists who can reach an audience faster than ever before.
