Why is C suddenly a mod?

He comes in and out of the mod list every now and again, its been happening for years and nobody knows exactly why. I wasn't aware he had ever left from the last time. So far, nothing untoward has come of it. And to be fair, that one time the rdrama people got into a derelict mod account by guessing the password, he was able to reinstate all of us.
