Because the jews pushed free love 2.0 during the 90's. Once the grunge and gangster rap movements hit full stride there were pregnant teenage girls everywhere.
Why isnt it showing a spike during free love 1.0?
Possibly because the first time around was coming down from an already high mark aka 'the baby boom'.
The 90's also had a full media press for sexualizing teenage romance whereas the 60's was still a more traditional time. In the 60's free love was pushing boundaries whereas in the 90's it was pushed as "everyone is doing it so you should too".
