Valve dealt with the bot problem, you don't see the bots or cheaters anymore, and most importantly, reports work now; And a lot of people still play casual mode.

Well, those are just exploits, and have always been a part of the game, and most are fixed after a week or two of them going public.

Regardless, they're very uncommon and you most likely will never see them in your own games.
