Retarded people can't model other minds and thus are incapable of empathy. This makes them more likely to rape and murder. Yet I think the long journey of civilization imposed a strong selection pressure to whites that removed the sub 85 population. This certainly contributed to higher white IQ. Yet thousands of years of killing murderers and rapists via justice will produce other genetic effects to weed out those behaviors.

It's a natural phenomenon that if you have a low IQ population it will also do things that actively reduce intelligence like incest, severe malnourishment, domestic abuse. Even Indians do incest a lot, niggers starve a lot because they do r-selection, and violently raising their children (if at all) is normal for them.
The reasons the IQ of American niggers is higher (~80) than that of Africa (~70) are these:
