Serious question: Why in prison smoking is allowed, but not alcohol, if they are both vices?

Maybe because tobacco is not associated with disorder.

Alcohol can have a relaxant effect and even get you to realize some truths about your situation, in vino veritas and all that.
Tobacco is okay but ultimately besides minor stress relief just makes you want more tobacco.

It's pretty obvious alcohol and cigs have a totally different effect. Inmates are a lot easier to deal with when they get small rewards and stress releases. Why do they let them watch TV or play basketball or do anything besides work and sleep?
