There is no instance where Harris plan would actually result in lasting lower prices. They might temporarily but really it would result in gouging the competition. They'd mandate lower than profitable or even lower than break even prices which Walmart could weather but which locally owned stores could not. They'd get forced out of business. And I'm a decade that's all there would be.
