In general they have alignment on big issues, but with him I believe that he has accumulated so much power and wealth in Russia that he has eclipsed and cannibalized most of them doing it, only keeping a small group that seems to be loyal to him probably because of how much power he can wield against them combined with the fact that their continued wealth is dependent on the extraction of natural resources in the future.
