The difference in this case being that, while replacing an American software developer with an Indian software developer, the quality of the code definitely drops, I'd be willing to bet that replacing an Indian developer with a Vietnamese developer would actually improve the code quality.

They'll obviously blame it on 'racism' or some such nonsense.
But that's just how global 'capitalism' works. Indians might think that they're great beneficiaries of global capitalism, and they indeed have been, especially over the past few decades. But once people outlive their usefulness, some other group will become the new beneficiaries.
If Vietnamese work harder and now for cheaper (at least, according to his last line), and the fact that they are averagely more intelligent is just icing on the cake, the logic of capitalism simply dictates that Indians make less effective cogs in the machine than Vietnamese. The Indians will be replaced accordingly by Bangladeshis and others who will work harder and/or for less, and who will themselves be replaced by yet others still somewhere further down the track.
