Only decapod crustaceans evolve into crabs. It's an advantageous life form, but not an intelligent one. Are there crabs on distant planets? Perhaps, probably, even. But not intelligent ones, not ones that can use tools, because the laws of physics essentially mandate intelligent life with the capability of manipulating objects and using tools having to be bipedal to both be able to traverse land as well as having arms free to manipulate objects and perform fine motor functions. Crabs can't do that.
