Is this vid saying something negative against celibacy? Because doesn't Paul even speak positively of celibacy?

Paul says abstain or don’t abstain as befits your personal position.
It is also worth noting that he is speaking in a time of escalating persecution so procreation was probably not the top priority.
Forced or (in truth) pretended celibacy is the roman way.
