I'd say generally no.
If we are willing to allow then to be killed to be eaten as food, I'm not sure what other "rights" we would want to give them. (although not all pets are eaten)
maybe animal torture can be penalized as animal cruelty, but that seems to be a system open to legal abuse of supposed human offenders.
perhaps if you have a specific "right" in mind we could debate it.
