About the only thing you can do is encase your cable in electrical conduit, before or after their hack job. If you are inclined, sabotage their tools / tire sidewalls / food / drink, or have an alibi when they are corrected out of CCTV view.

What are they cutting the wire with? Can you install a transformer in line to boost the voltage to at least 480? That’ll give them a nice spark at least.
 
I’d put it in conduit, if they fuck with it again let the air out their tires then remove the schradar valves.

Do you know Spanish? You shouldn't let that shit fly. They probably want to see it inside conduit.
