It isn't meant to calm people down. Just hold them off from revolting. They only need to secure a few more position and then there won't be any white leaders in place that could possibly resist them in any orginized fashion. Heck, they only need another generation or two before we won't even have the numbers to stand against the horde. They have orchestrated our slow demise. Time is on their side.
