What does "not for individual sale" even mean?

Every sale is individual. You go into a shop, you put the item in your basket, you go to the cashier, you pay for it.

So does it mean "not for sale for mere mortal, only for corporations in bulk"?

It means they came in a box with a nutrition facts label, but the individual items in the box don't have the label. So jeets buy in bulk, sell to you at non bulk prices, and pocket the difference.

Mostly it means that certain labels, required by consumer protection law, are on the box, not on the item.

That’s fine if you’re selling the box. The consumer gets the nutrition facts, expiration date, etc. But if you take them out of the box then you’re not giving consumers all their info.

A single M&M is not for individual sale.

You have to buy the whole bag.

Same thing with beer cans that are strapped together.

I still don't understamd the FDA thingy though.

That's apparently a specifically American thing. Nowhere have I ever read something like that in Germany, Austria or Hungary. It's probably common sense, but you are inundated with niggers and kikes, so it might be necessary to be explicit about such things.
