China was flying military aircraft into Iran after the first attacks. Transponders off at the border. China could fly NK nukes easily. The only real issue is the Ayatollah. He has not spoken on the subject. Hell, it's religion. Splitting hairs is inherent in that, so why not proclaim that being gifted nukes is different from making them yourself?
