Black metal has replaced what punk could have ever been.
Of course, not edgy satanist hedonist insanity black metal like mayhem.
But black metal that makes a focus on, among other things: european culture, mythology, tolkien-esque (or just straight up lord of the rings) fantasy, and at some times even positive beliefs about Christianity or overt christianity.
It's a diverse genre, just have to dig to find diamonds in the gravel.
These things are now "punk" because they're anti establishment and BM is now practically the only music genre that honors it in any way significantly.
Dark folk also does these things but it doesn't fill the same niche as BM does towards punk.
As a side note: I don't like NSBM (usually), even if thats the elephant in the room. Besides burzum if you can call it that. It has too many inherent connections with the satanist side of the genre and largely misses the whole damned point of NS. I prefer BM that honors the overall european spirit and mythos, of which there is actually an overwhelming abundance.
