xcancel is a [nitter](https://github.com/zedeus/nitter/wiki/Instances#public) instance just like nitter.poast. org these sites work as mirrors of twitter/X so everything that's posted gets archived by these sites. You can just send a converted link and everyone will be able to read it without a twitter account validated by an Israeli spyware company. However, probably what you really want is to archive the tweet with archive.is or some other similar site so if/when it gets deleted the thing is going to persist forever there. Alternatively you could screenshot it and upload to cabox or any other image bucket. You should always keep a local copy of such screenshots just to make sure it won't vanish.
