That's mostly just anarchy. Murder is always the combination of means, motive and opportunity. It's rarely random and almost always occurs after personal arguments devolve into gunshots or a stabbing. It's also why accidental self inflicted injury and suicide are both more common than murder.. no one has more opportunities to kill you than yourself.
